I haven't figured out what this is supposed to be-looks like a steam engine, but where would the driver sit? Any ideas?

Does it have a little hitch that might link into another piece? Just a thought here. :-)
That's what it looks like to me, too. The engine hitches on the front to other cars and drives the train. The back hatch would probably open into which the coal would be shovelled. Depending on the scale, it looks like it could be used as a special fancy player piece in Monopoly, too!
